Take-Two Interactive CEO Strauss Zelnick explained in an interview with Jason Schreier why Rockstar Games traditionally releases its games on consoles first.
According to him, the reasoning is simple: with a release of this scale, the company is judged primarily on how well it serves its core audience.

Zelnick also denied that the lack of a PC version at launch is tied to any marketing deal between Take-Two and Sony, emphasizing that this has always been Rockstar’s approach.
At the same time, he admitted that expectations for Grand Theft Auto VI are extremely high, describing them as “exciting and terrifying,” since the goal is to deliver something players have never experienced before.
The game has been in development for more than eight years by thousands of developers and is expected to be one of the most expensive titles ever made. It will launch first on PlayStation and Xbox consoles, with a PC version planned for a later release.
