UK Government Paid Civil Servants to Play GTA Online to Better Understand Citizens' Needs

British civil servants took part in a project that involved playing GTA Online alongside members of the public. According to The Telegraph, the initiative was organized by the government’s Policy Lab team, which explores alternative methods of gathering feedback from citizens.

The primary goal was to create an “emotionally safe space” where people could naturally share their life experiences. The project began in late 2024. Civil servants spent time with participants in video games that they regularly play, with conversations taking place during in-game activities and missions.

Researchers found that people were more willing to open up and discuss personal topics in a virtual environment while managing a digital business or driving around a city than during traditional interviews. The study also concluded that this format was particularly effective for engaging with residents of remote regions, while participants appreciated the opportunity to experience activities that may be inaccessible to them in real life.

Despite its stated benefits, the initiative has faced significant political criticism. Shadow Cabinet Office Minister Mike Wood described the program as an “absurd waste of resources” and called for it to be shut down immediately. According to him, taxpayers would be shocked to learn that public funds were being spent on such activities, and playing GTA is not among the skills expected of civil servants.
