The Sinking City 2 puts some limits on inventory space, forcing players to decide which items are worth carrying. Besides the stashes found in safe houses, Chapter 2 offers two additional inventory slots that can be unlocked by finding Inventory Packs hidden inside ERC boxes. Opening these boxes requires special activator pens.
The first ERC box containing an Inventory Pack can be found inside a small cell near the church. Once you reach the church area, look for the Star Key on a corpse next to the gate lever.
After entering the church and finding the safe house, leave it and head straight toward the fences. The corpse with the key is located on a wooden platform. The Star Key opens two doors, including the cell outside the church.

The ERC box inside the cell requires an activator pen. The pen is inside a small room next to the church's main stage, but the room is locked from the inside.
Leave the safe house through the church door, turn right and follow the wall until you spot an open window. Climb through it and look for the pen on a table in the corner.

Once you have both the Star Key and the pen, head toward the cell. The easiest route is through the swampy section of the church grounds. Follow the flooded area to the far end until you spot a crashed black car. Turn right from the vehicle and the cell will be on your right. Its door has a star symbol matching the Star Key.

Enter the cell, use the activator pen on the ERC box and collect the Inventory Pack. This immediately unlocks two additional inventory slots.
There are also pieces of evidence and another lootable item inside the cell, so make sure to collect those as well..

Continue following the main story until you reach the broken crane. You will need to repair it by finding equipment and fuel.

There is a store opposite the crane. Wait for the mutated creature to break through its entrance, then go inside. The Graveyard Key can be found at the checkout counter.
This key opens the locked graveyard entrance in the swampy area near the church.
The store also contains the shotgun. Enter the safe house and leave through its other exit to find the weapon behind the counter.
Next, head to the Fire Station and collect the fuel. There is another ERC box on the station's second floor containing Dream Essence and Shotgun Shells, but it does not contain an Inventory Pack. It is therefore better to save your activator pen for the ERC box that actually contains the upgrade.
Once you finish everything at the Fire Station, put the fuel into the crane and return to the church by boat.

Open the graveyard gate and follow the path on the right until you enter a building. You will immediately fall to the ground floor, where the ERC box is located. It can be found on a table against the wall on your right.
If you saved the activator pen instead of using it on the Fire Station box, you can open this ERC box immediately. Otherwise, you will need to locate another pen first.
Continue through the area until you find a crack in the wall. Crawl through it to reach the swamp outside the building. At the end of the path, you will reach a storage area containing a cell.

Behind the cell is a room with a red light, but its door requires the APH Key.
To find the key, follow the route across the metal plates placed on top of the cars. You will enter an apartment, leave through its window and cross some shallow pipes. Eventually, you will return to the room where you first fell after entering the building.

The manager's office is located here, and the APH Key can be found inside. There are plenty of other items to collect in the area, along with a safe house where you can store your loot.
Take the APH Key back to the cell with the red light. Inside, you will find another activator pen that can be used to open the ERC box found earlier and obtain the second Inventory Pack.
The APH Key also opens the maintenance door near the ERC box. Inside, you can collect the equipment needed to complete the crane repair.
There are four more Inventory Expansion Packs in the game, with two located in Chapter 3 and another two in Chapter 4. They are not covered here because you need to progress further through the story to reach them.
